An Incident Action Plan is maintained as ICS Form 202 by the Planning Section.

(Or in the interest of simplicity... simply complete ICS Form 201 (as a summarized briefing) - with essentially all the same info, and more.)

When setting Objectives, think S.M.A.R.T:
Strategic/Specific, Measurable, Attainable, Results/Research-based, Time-bound.

Example:

Obj#1 = Simulate area EOC = Maximize citywide (Christian) communications network WITHOUT USE OF VOICE PHONES.

Metric = Reach 100 churches within 2 hrs via two-way communications throughout the 9-county metro area (urban/suburban).
And measure #people reached/confirmed (Qty indicator). And #certifications they possess, as a Capabilities (Quality) indicator.
Key Tasks

Set-up an area EOC (Room201), with stations for Leaders, Planning units), PIO, and PCS.
Pray Together... for faith, reliance on the Almighty, for humility, for work, for grace, and for His glory in all this.
Determine 'the alert message' to go out. (And use #ReadyCity2013 hashtag.) DO NOT MISCOMMUNICATE.

Alert Message: "PRACTICE Emergency Alert. We're exercising our Emergency Operating Plan, and need YOUR HELP... Goto ReadyIndy.org. #readycity2014 "

Everyone... Rally your Tier1 teammates (who share your role)... and your personal network(s)... to help you during this 2hr exercise.
Everyone... Report your successful (confirmed) contacts via the 1min Response Form - either they can fill it out, or you can. (Worst-case, write info on 3x5card and give it to the SitUnit.)
Leader(s)... Monitor overall incident objectives for exercise success. Ensure devil's agenda fails (divisiveness/quit).
Leaders... reach their counterparts among ReadyChurches, Affiliates.
Ops... (see Objective#2 tasks below.)
PCS... Recruit a Prayer, a Care, and a Share officer as practical.

Prayer, Care & Share Officers = reach/confirm others who share your passion.
Prayer Officer(s), consider setting up a separate/quiet Prayer Room. Monitor prayer requests, and convey prayer items via prayer networks.
Care & Share Officers... partipate with Objective2 POD team.

PIO... Ensure alert-message goes out far & wide. Reach/confirm your counterparts. Utilize VOST team (below). Be responsible for outgoing public information... Update the website with our alert-message. Tweet public updates @ReadyIndy. Media Alert, Prepare TalkingPoints for Leader.

VOST Team... Assist PIO in reaching/confirming targeted churches. (See Assignments_ReadyCity.)

Planning... Maintain Situation Screen. Reach/confirm Planners... Recruiting the following information functions...

SitUnit... Monitor 1min Responses (spreadsheet). (If 3x5 cards are given to you, input into 1min ResponseForm.) Update scorecard & incident map on Situation Screen. Monitor #ReadyCity2014 tweet-stream. Tweet from @ReadySituation.
ResUnit... Track incident resources by updating Assignments_ReadyCity sheet.
DocUnit... Maintain Activity Log of all team activities. Try to get an assistant with Team2 to do likewise.
DemobUnit... Prepare for Final Briefing Session (both Teams together in Rm201) to conclude 2hr Exercise, followed by After-Action-Review, Awards Ceremony and Next Steps (Future Steps).

Obj#2 = Monitor/coach (2) Church PODs around Greater Indianapolis... Set-up/Operate during 2 hr exercise, to distribute food, water, medicine as available. Likely, North, East, South, West & Inner-City.
