Let's combine an 'Activities Journal' (of what really happened) along with our evaluative thoughts for review & improvement later)

And here, I'll hope to soon add the 'Evaluations' when I get a moment. (Neil).

Leadership:

  • Outcomes?  Bottom-line, how well did things work out?
    • God glorified in our community?  God Stories?
      • Our Neighbors Lives Affected -- Cared for?
        As it turned out, our location at Crossroads Bible College was also the location of IMPD's "Community Day"... and thus one of the locations for the prayer vigil for (fallen) Officer Bradway, Dr. Ware prayed as appx 100 people stood hand-in-hand praying for the situation.  Later, as we understand it, eight (8) people were saved -- details yet to come.
      • Our Team -- Cared for and effective?
        Our planned 2hr exercise was cut to 1hr due to the noon-hour prayer vigil and introduction of a surprise guest (disaster expert Vincent Davis) who drove down from Chicago to observe our #ReadyCity2013 Exercise.  During the one-hour exercise, we simulated 50% phone-outage and thus only text-messaging was available.  We reached & confirmed 160 people in one hour.
      • Our Affiliates -- Cared for and effective?  Some of our affiliates were among the 160 people reached/confirmed. (eg, Neil's #CERT unit leader, and Neil's Carmel-team associate.  Also CEN HQ, @ReadyVOST.) 
  • Initial Alert Protocols -- how well did they work?
    • Our ReadyIndy Assignments (Rollcall)
      Didn't work as well as we'd like.  We'd like everyone to already have prepared to receive @ReadyIndy tweets... as texts directly to their phone.  Thus immediate.  Some of us heard the (tweet) alert and checked in on our Facebook core-group; but only very few.
    • Daily communication:  Mike said VOAD manual mentions daily 10am telecon or meeting.  Sounds good.  How could we have practiced that function during our Exercise?  Next year, how? 
  • Ministry(s) Continuation -- how well did they continue and prosper even?  
    • ReadyIndy
      N/A -- Since #ReadyCity2013 was a planned event, this really is our daily ministry -- thus no disruption.
    • Our affiliates?
  • Scaling via collaboration with Affiliates -- how well did that work?
    • CEN National -- At least started.  CEN HQ participated on the @ReadyVOST team even.
    • ICM -- very limited.  Disappointed that we didn't have many participate with us in the (communications) exercise.
    • FHL -- not a lot of participation by FHL, but Susannah did help us test our 1min Response Form.
    • ReadyChurches -- no apparent participation by our 2 existing 'ReadyChurches' (that I'm aware of).
    • 'Participating Churches' --Among the 160 confirmed 'reached', we reached 22 pastors, but in several cases we don't know what church they're affiliated with.  Thus we couldn't map them.
    • Christian Affiliates -- Reached a few... eg WGNR (Ray Hashley).
    • Govt Affiliates --Neil reached one of the mayor's neighborhood liaisons: KL.
    • NonProfit Affiliates --none reached, that I'm aware of.
    • CityReaching -- national facilitator Jarvis Ward was reached.  We do not know that he reached any others.
    • CCDA -- none reached that I'm aware of.

PCS CareMgmt (Meeting NEEDS):   PCS Officer of the Day = Chaplain Wolley, working double-duty due to fallen Officer Bradway, yet he still showed up to help us.  When our exercise was delayed, he had to leave unfortunately.

    • Unintended consequence of our day together, reported by Stan = 16 people got SAVED/RECOMMITTED their lives to the Lord Jesus... ie, the Almighty God, who modeled selflessness as He came into our emergency and gave His life on our behalf... the very type of acts we inherently recognize and honor among civic heroes.  Christ simply calls us to allegiance and to emulate Him as we love our neighbors as ourselves.

Logistics (Providing RESOURCES):

  • Shirley Walker (paraphrased):  "We need to review our sign-in process and get it down pat."
  • Vol Mgmt  (Neil's comments)
    • We did our "Volunteer Triage" method.... quickly describing our 5 core roles, and allowing our volunteers to get into those groupings (and login on the SignIn sheets)... with some additional time for group coaches to talk more about what this role means and how it will be effective.  
    • (Comment:  We need to continually practice/sharpen this drill -- it was moderately effective, but seemed rusty.  Planning Section can help by prepping a standard cue-card deck (4x6) with role descriptions, major tasks in a standard IAP (Incident Action Plan) and a large-print TITLE so the card can be folded and become a placecard in an EOC.
    • (And reminder:  When we publish a 'Ready Handbook', it will contain the additional detail needed per role, which will be helpful in an emergency.  Goal for next year's exercise.)
    • And lastly... wiki-knowledgebase pages per role contain the premium detail and great links to further training per role.  Any volunteer could easily start down the path of getting increasingly trained and qualified per role.  But how many of our people know that? 

 

 

Planning (Information, Financial, Communication)

  • Planning Section:   (Neil)
    • Situation Unit -- (no one recruited) -- so it was only functioning minimally, using 3x5 Response cards and the EOC whiteboard as scorecard.
    • Resource-tracking Unit (no one recruited)
      • Check-in:  ReadyIndy Facebook group got only limited use.  We did get paper-logsheets signed-in per role (helpful).  And a sign-in 4x6 card at registration.
    • Documentation Unit -- (no one recruited) 
      • IAP was written (per Objective), distributed to the day's core leaders... but not highly practiced.
      • We couldn't recruit a DocUnit -- thus no bin of links (re 'mentions') during the exercise.  And we had to do this Activities Journal after-the-fact.  Media bin still very sparse.
      • (Ask Ben to share his idea re using GotoMeeting as a communications platform during the Exercise.  Similarly, inquire further re @CherylBle insights re VOST units using google-hangout or Skype to communicate in a live-setting... and GroupMe.)
      • Here's the archived look/feel of our 1minResponseForm, for future review/improvement. 
    • Demobilization Unit --  
      • Partnering:  What new partnerships have resulted from this incident, which will enhance our future capabilities?  Better connection with Hispanic and Chin communities.  And Chicago!
    • FinancialInfoUnit --   (Not very applicable for this exercise - Largely we were funded by two or three of our own people and an anonymous donor.  Total costs appx $275.  Not a bad ROI... 16 commitments to Christ, for $275 out-of-pocket.)

      • The communication exercise was successful.
      • The handoff between Neil/Planning --> Ben/PIO (and thus to Misti@ReadyVOST) wasn't pretty.  We need to practice in advance of our exercise.

      • Neil:  It was good to indeed get started trying to implement a (digital) VOST team as we did our exercise.  Hadda start somewhere.  And from I could see (via Twitter), the Exercise was publicized further via a couple of our VOST teammates... and more people were indeed contacted during the Exercise as a direct result of VOST efforts.  So PTL.  The downside is, we hadn't been able to organize the VOST team in advance, and plan together.  So the primary interactions happened via Twitter, whereas what I originally (apparently) planned was for organizational team-interactions to take place inside the (secured) #ReadyCity2013 VOST discussion-topic.  Please forgive me -- we just ran out of prep-time. (Ellen used it, thankfully.)
